Eramet announces H1 2010 financial results

Global economic activity improved significantly in the first half of 2010 compared with the same period in 2009, which was depressed by the global crisis. However, the gap widened between emerging countries, whose economies regained or exceeded their pre crisis levels, and developed economies, where activity did not return to pre crisis levels despite a marked upturn.

This situation was reflected in rising demand and prices for Eramet Manganese and Eramet Nickel. Eramet Alloys' turnover, however, was lower than in the first six months of 2009, particularly in aerospace and energy sectors, while tooling remained at the same very low levels as in first half 2009.

Overall, the Eramet Group's turnover grew 38% in the first half of 2010 compared with the same period in 2009 and was up 59% in the 2nd quarter of 2010 from the second quarter of 2009. Current operating income totaled EUR 341 million for the first half of 2010, which represents 19% of turnover, compared with a current operating loss of EUR 223 million in the first half of 2009.

The Eramet Group paid out EUR 74 million in dividends, of which EUR 47 million to its shareholders and EUR 27 million to minority shareholders, chiefly of Société Le Nickel in New Caledonia and COMILOG in Gabon. The Group's dividend was mainly paid out as Eramet shares, leading to an approximately EUR 30 million increase in shareholders' equity.

1. Eramet Manganese
Thanks to the substantial rise in manganese ore and alloys sales volumes and prices, Eramet Manganese's turnover, at EUR 932 million, rose 65% in the first half of 2010 compared with the same period in 2009.

Current operating income amounted to EUR 265 million as compared with a current operating loss of EUR 94 million in the first half of 2009. Global production of carbon steels, the main market for manganese, grew 29% in the first half of 2010 compared with the first half of 2009. China grew 22% and the rest of the world 36%. Manganese demand was also heightened by substantial inventory movements in China.

Shipments of manganese alloys by Eramet Manganese's rose 28% in the first half of 2010 compared with the same period in 2009. External shipments of manganese ore and sinter grew 81% over the same period. Production of manganese ore and sinter totaled 1,573,000 tonnes, a sharp increase from the limited levels recorded in the first half of 2009.

2. Eramet Nickel
Thanks to the sharp rise in prices, Eramet Nickel's turnover rose by 56% in the first half of 2010 compared with the same period in 2009 to total EUR 483 million.

Current operating income amounted to EUR 94 million as compared with a current operating loss of EUR 89 million in the first half of 2009. Global production of stainless steel, the main outlet for nickel, grew 40% in the first half of 2010 compared with the first half of 2009. Output rose 28% in China and 48% in the rest of the world.

3. Eramet Alloys
Eramet Alloys' turnover totaled EUR 378 million in the first half of 2010, down by 10% compared with the first half of 2009. The aerospace and power generation sectors, in particular, continued their significant decline, while the tooling sector remained on a par with the first half of 2009, which was itself far below first half 2008 levels.

Current operating income totaled EUR 5 million as compared with a current operating loss of EUR 26 million in the first half of 2009. New orders began to recover towards the end of the first half but were still below pre crisis levels.

Government update on investment under NMDP

Mr GK Vasan minister of shipping informed the Rajya Sabha that as on March 31st 2010, 50 projects have been completed under the National Maritime Development Program in the Port Sector at a cost of INR 5717.28 crores. n addition 74 projects of are under progress envisaging an investment of INR 18502.68 crores.

Mr Vasan said that “Out of the total investment of INR 55804.00 crores in the Port Sector a major portion of investment is envisaged to come from the private sector. To attract and encourage private sector investment in the Port Sector the Government of India has finalized Model Request for Qualification, Request for Proposal and Model Concession Agreement to ensure uniformity and transparency in the bid process. New guidelines for upfront fixation of tariff have also been finalized for berths and terminals to be bidded out to private operators so that prospective bidders are aware of the projected revenue flow from the concerned project.”

The existing National Maritime Development Plan was conceived in 2005.

The reports added that the new plan would have year wise project for 10 years period covering the 12th plan and initial period of 13th Plan. The New Plan would include Policy frame work for stimulation of capacity expansion as well as growth of maritime sector, supplementary projects for ports development from other infrastructure ministries like National Highway Authority of India, Roads, Railways, Inland Waterways, Dredging Mechanization and Modernization Plan of Major Ports and Non Major Ports etc.

The ministry of shipping has constituted a Sub Group and Core Working Group for preparation of Perspective Plan 2020 in the Port Sector in India. The Terms of Reference for both the groups is given below

The Terms of Reference of the Sub Group

1. To review draft National Maritime Policy which was prepared in 2005 and suggest changes if any in tune with the developments that have taken place after 2005.

2. To identify specific schemes/projects and other measures which are necessary to give a concrete shape to the vision and strategy to be laid down in the document upto 2020.

3. To ascertain, compile & suggest the method of financing of the Port development projects in the Perspective Plan 2020.

4. To prepare macro level traffic projections for the overall port sector including major and non major ports upto 2020.

5. To suggest and prepare a plan of action for the capacity requirements to meet the projected traffic upto 2020.

6. To formulate projects in consultation with Major Ports and Maritime State relating to capacity building, hinterland connectivity, dredging, mechanization and other related developmental issues.

7. To analyze the trends in various sectors namely Coal, Steel, Fertilizer, Hydrocarbon, Food, Power and Mines and inter link the sectoral demand with that of port traffic projections.

8. To suggest reformatory measures both legislative as well as organizational in the port sector to meet the emergency challenges in the future.

The terms of reference of Core Working Group

1. To consolidate inputs received from various Ministries, Major Ports and Maritime States.

2. To prepare write up for various chapters of the Perspective Plan.

3. To follow up for the required information with the Ministry, Major Ports and the 3 Groups at the time of preparation of Draft Report.

Vedanta vendetta - Avatar characters visit Vedanta AGM in London

Survival International reported that Two Na’vi from James Cameron’s film Avatar paid a visit to Vedanta Resources’ Annual General Meeting at Westminster in London.

The Na’vi joined tribal rights organization Survival International in a demonstration against Vedanta, over its controversial plan to mine the sacred mountain of India’s Dongria Kondh tribe.

Mr Martin Horwood MP, Chair of the all party parliamentary group for tribal peoples, also attended the AGM, whilst former Monty Python star Michael Palin sent a message of support “‘I've been to the Nyamgiri Hills in Orissa and seen the forces of money and power that Vedanta Resources have arrayed against a people who have occupied their land for thousands of years, who husband the forest sustainably and make no great demands on the state or the government. The tribe I visited simply want to carry on living in the villages that they and their ancestors have always lived in.”

Vedanta's AGM was the same day that British Prime Minister David Cameron met Indian PM Dr. Manmohan Singh. Martin Horwood MP wrote to David Cameron urging him to raise the issue of the plight of the Dongria Kondh at the meeting.

The Dongria Kondh tribe have been described as ‘the real Avatar tribe’ because their plight closely parallels that of the aliens in James Cameron’s blockbuster.

In the past month Vedanta has suffered three major blows to its mining plans. India’s Environment and Forests Minister ordered an investigation into the Dongria’s rights to their forest; the Chief Secretary of Odisha state ordered a separate probe on the same topic; and leading Dutch investment firm PGGM announced it had sold its stake in Vedanta over human rights concerns.

Previous shareholders who have sold their stake include the Norwegian government, the Church of England and the Joseph Rowntree Charitable Trust.

Arab association wants measures against Turkish rebars

Hurriyet Daily News reported that Turkey’s increasing steel exports to Arab countries, accounting for 40% of the domestic consumption, have begun to worry the Arab Iron and Steel Union, which is now requesting urgent protectionist measures.

AISU said that Turkish steel exports topped USD 1.8 billion during the first half of 2010

Muhammad Laid Lachgar secretary general of AISU said that rebar exports from Turkey have particularly caused great harm to Arab producers

He said “Turkey, which exported 2.9 million tonnes of steel during the first quarter of 2008, increased this figure to 4.2 million tonnes this year.”

The Turkish Iron and Steel Producers Association, or DÇÜD, said the protectionist call from the Arab union is “irrational.”

Speaking to business daily Referans, DÇÜD Secretary General Mr Veysel Yayan said “On the one hand, Turkey signs free trade agreements with some countries and lifts visa requirements mutually. On the other, irrational demands are appearing from some countries. Turkey’s imports have also increased by 23%, but we do not introduce such protective measures.”

Mr Yayan said that Turkey’s steel exports to the Middle East and the Gulf Cooperation Council member countries increased by 7.5% YoY in the first half of the year. He added that “Turkey’s steel exports to North Africa have dropped by 52% YoY and in 2009, overall exports experienced a 33% decline.”

Noting that Turkey’s steel imports are also on the rise, Mr Yayan said, “During the first five months of this year, steel imports have increased by 24.5%, compared with the same period last year, while steel exports dropped by 15%.”

Probe in Lanco land purchase

In a jolt to the Lanco power project in Dhenkanal, the district collector Mr Girish S N has ordered an inquiry into the direct purchase of tenancy land belonging to ayacut area by independent power producer Lanco Babandh Power Company despite the ban order.

The collector's order has come in the wake of allegations of purchase of irrigated land from the tenants by the company. There have been allegations of recent purchase of 37 plots of land belonging to the ayacut area by the company and the district collector has asked the local sub registrar to verify the same.

The sub registrar has asked the Rengali canal authorities to provide details of the said land but maintained that he cannot prevent anyone from selling any kind of land under law.When contacted, a company official said, “We have minimized the purchase of ayacut land. Out of the total private land requirement of 1000 acres, the company has so far purchased about 500 acres from the tenants.”

Lanco Babandh Power has been directly purchasing land from the villagers instead of opting for acquiring land under the Land Acquisition Act. The company is setting up 1320 MW power plant at Kurunti and Kharakprasad area of Odapara block of Dhenkanal district.

Mining segment revenue from external customers for the first quarter of 2010 totaled USD 461.2 million or 24.3% of consolidated net revenue an increase of 34.0% over net segment revenue from external customers of USD 344.2 million or 29.2% of consolidated net revenue in the first quarter of 2009.

Operating income in the mining segment in the first quarter of 2010 increased by 66.6% to USD 83.3 million or 14.3% of total segment revenue, compared to operating income of USD 50.0 million, or 12.6% of total segment revenue for the first quarter of 2009. EBITDA in the mining segment in the first quarter of 2010 went up by 61.1% and amounted to USD 147.3 million compared to segment EBITDA of USD 91.5 million in the first quarter of 2009. The EBITDA margin for the mining segment in the first quarter of 2010 was 25.4% compared to 23.1% in the first quarter of 2009. Depreciation, depletion and amortization in mining segment amounted to USD 67.5 million that is 77.2% higher than USD 38.1 million in the first quarter of 2009.

Mr Boris Nikishichev CEO of Mechel Mining Management Company commented of the mining segment operating results “It is important to note that Mechel mining segment in the first quarter of 2010 continued very intensive work on accelerated increase of coal production that allowed us already in the second quarter of 2010 to achieve the pre-crisis production volumes and even to exceed them at Yakutugol. Our US based coal mining company Mechel Bluestone significantly surpassed its best historical results of coking coal production as well. Active production volumes increase demanded for significant additional investments in the first quarter in stripping works, equipment repair, procurement of spares for mining equipment, that caused similar 3 temporary cash costs increase as in the Q4 2010. With reaching planned mining volumes in the 2Q 2010 cash costs began normalizing.

We continued work on our strategic investment projects Elga Coal Deposit development and construction of its railway link. Complications with financing of the project in the heat of the global crisis in the beginning of 2009 forced us to apply and get changes in the terms of the license on Elga Coal Deposit development, extending the completion of railway construction by the end of 2011. At the same time our constructors were able to rapidly start works directly on the deposit itself, and that will allow us already in the Q4 2010 to start mining the first coal of deficit coking grades there."
