Meanwhile, Baosteel and the people government of Shenyang also reached the common understanding to include Shenyang Tiexi District Steel Structure Residential Quarter Project into Living Steel Project planned by World Steel Association.

The steel structure demo residence project planned to be constructed now is the first steel structure residential quarter in Shenyang. Located in Tiexi District, it consists of 8 buildings of 18 floors, covering a total building area of 72,000 square meters and is a structural system of steel frame-reinforced concrete mainly.

In order to build the project into a steel structure demo residence project and meet World Steel Association technical requirements for Living Steel Project the engineering technicians participating the project design took the lead to adopt steel frame-reinforced concrete core-tube structure in the project construction.

The design personnel also tactfully used the elevator shaft to realize the construction of steel frame-reinforced concrete core-tube structure. This new technology not only increases the vertical bearing capacity and horizontal resistance of buildings, but also has the merits of lowering construction cost, conveniencing the construction and increasing building area etc.

Macroeconomic indicators - China PMI for manufacturing sector down in February

Xinhua quoted the China Federation of Logistics and Purchasing said the Purchasing Managers' Index for China manufacturing sector stood at 52% in February down by 3.8 percentage points from January 2010.

It was the 12th straight month the index was above 50%.

The PMI includes a package of indices to measure manufacturing sector performance. A reading above 50% indicates economic expansion while that below 50% indicates contraction.

According to the CELP the figure stood at 56.6% in December 2009 the highest since May 2008.

Mr Zhang Liqun a researcher with the State Council Development Research Center said the February PMI figure showed uncertainties still existed in China's economic recovery, adding that he was cautiously optimistic about China's export growth prospects.

The PMI reading was based on data from the National Bureau of Statistics, covering purchasing and supply managers in more than 700 firms across China.

Beijing to Shenyang high speed rail to break ground by year end

People's Daily Online reported that the Liaoning section of the Harbin-Dalian high speed passenger railway project, the largest transportation infrastructure project in northeastern China will first begin operation in 2011.

Mr Cheng Zhenggao governor of Liaoning province March 17 at the stone-laying ceremony of the Shenyang-Dandong passenger railway line said the construction of the highly-anticipated Beijing-Shenyang high-speed passenger railway line will start July 2010 at the earliest.

The construction of the Harbin-Dalian high speed passenger railway project is advancing smoothly after it began August 2007. This year is a critical year for the comprehensive construction of the entire line, by the end of which, the major engineering work will likely be completed. After the Liaoning section of the Harbin-Dalian high speed passenger railway line is put into operation, the almost 400 kilometer trip from Shenyang to Dalian will take only over one hour while it currently takes three hours.

The Beijing-Shenyang high speed railway is the second high-speed railway passage linking northeastern China with northern China. It has a maximum speed of 350 kilometers per hour. After it begins operation, it will shorten the trip from Beijing to Shenyang to two and half hours, shaving nearly one and half hours off the time it takes on the existing railway line which includes the Qinhuangdao-Shenyang passenger line.

Monday Market Monitor - CIS - WEEK 11 - Hitting the roof

All the steel products at Black Sea exhibited a strong surge in prices last week due to limited availability and higher production costs.

FOB Black Sea prices for billets, last week, increased to USD 510 per tonne to USD 530 per tonne FOB Black Sea with offers going up to USD 550 per tonne levels.

We had reported on March 18th 2010 vide article “Ukrainian billet and pig iron prices to Italy hitting the roof” that price of billets from Ukrainian suppliers has taken more than USD 20 per tonne, jumping from a sale price of USD 550 per tonne CFR FO one main Italian port to USD 570 per tonne. Considering freight component of USD 30 per tonne to USD 35 per tonne for orders of 5,000 tonnes each, the selling price FOB ST Black Sea seems to have reached at least USD 530 per tonne.

It seems that market is still bullish and therefore that billet price could further go up, also due to a relative scarcity of available quantities and prospected productions.

Definitely with such growth, finished steel also had to follow and it did, but with the buyers resistance increase was smaller than for semis. But it was seen that offers varied a lot from supplier to supplier.

HRC from Ukrainian steel mills also increased by about USD 10 per tonne to USD 20 per tonne but the Russian producers are really trying to move the market higher by making last offers close to USD 670 per tonne.

Plate prices, which had not shown any remarkable movements till previous week, really jumped up last week. We heard that within the last week even low end producers have reconsidered prices couple of times and even a major Ukrainian mill is reported to have asked for renegotiation of prices for already concluded contracts.

As the prices in almost all regions are surging, buyers are likely to rush to Black Sea to secure volumes further adding fuel to the fire and we shall, in all likelihood, be seeing acceptance of such levels and may be further hike this week.

Production pruning - Severstal preparing to restart Warren BF

It is reported that shut down since October 2008, Severstal is preparing to produce steel again in Warren.

Union officials said that nearly 600 of their members are now on the job at the Warren plant. Those workers are in the process of firing the blast furnace which means they can begin making iron in the next few days.

Severstal makes integrated flat rolled steel. The plant was purchased from WCI in 2008 by the Russian steelmaker but was shut down last year when the U.S. economy collapsed and the steel industry, as a whole entered a major slowdown. More than 1,000 workers were laid off.

Mr Michael O'Brien Warren Mayor said "In some respects, it's like a new steel mill is opening in the Warren area. He said that "Even though they are outside of the city, a lot of the employees reside in the city. So there will be an increase in income tax we will be collecting. As important is that Severstal is warren largest water customer."

When the plant was up and running in 2008, Severstal purchased USD 1.8 million worth of water. Last year, they bought just half of that. The plant being operational not only has a positive impact on the city and its bottom line, it's also good news for local businesses.

Mr O'Brien said "As far as disposable income, it's enormous with 500 people going back to work."

The plant should be able to begin melting steel within a few days, and the plan is for finished product to be coming out of Severstal by the end of the March.

Ukraine takes the second place in supplies of pig iron to US

After some decrease of pig iron imports to US in December last year to the level of less than 290,000 tonnes in the beginning of the current year on the background of steel production increase in the country a growth of pig iron imports has been noticed.

In accordance with US Department of Commerce, Bureau of the Census data, in January 2010 US imported merely 326,000 tonnes of pig iron, which is 14.6% over the figure of the previous month. However, in compared to January 2009, it is a sufficient reduction by 25.2%. However, January 2009 level was the maximum monthly figure that year.

The major suppliers of pig iron to US have reduced their supplies to this market, except South Africa and Ukraine. If Brazil reduced its pig iron supplies to US in January this year by 46% to January 2009 to the level of 131500 tonnes, Russia reduced by 51.6% to 51500 tons, Ukraine merely doubled its pig iron export to US to 108600 tonnes. South Africa increased pig iron shipments to US by 32.9% to 33000 tons.

According to US Department of Commerce, Bureau of the Census data, this year the major import supplies of pig iron to US distribute by country of origin as follows Brazil 40.4%, Ukraine 33.4%, Russia 15.8%.
